"This legislation will give the opportunity for those under the age of 18 that commit some kind of minor crime or some crimes, that they will not be put in the adult jail facilities. And we should not be criminalizing our children, we should be helping our children, we should be developing prevention programs and treatment programs for them to ensure that they don't end up and be part of the statistic of the jail system," said Assembly Member Félix W. Ortiz speaking about legislation that raises the age of adult criminal responsibility from 16 to 18 years old so that youth who are charged with a crime may be treated in a more age appropriate manner.
