"I am the author of the Dignity For All Students Act, which was passed in 2010… The goal of dignity was to provide a school culture that was free from discrimination and harassment," said Assemblymember O'Donnell, discussing the challenges facing English Language Learning students in New York State. "What we've learned since implementing it, that there's a real lapse in teacher training, teacher certification, and particularly around schools of education, that diversity is not emphasized and teaching people who are going to be teachers to have a better understanding of cultural diversity…really needs to be focused on."
