"Last July there was an escape from the Clinton Correctional facility, which implicated a number of people inside the prison and the oversight about what happened and how it happened has been severely lacking. We continue to wait for a report to determine what happened. In December, we did a hearing and learned from other people in other states and other nations to determine how best to do oversight of the correctional system, and that led to this bill, which will create a system outside of DOCCS to do investigations and oversight inside the correctional system rather than have it done internally as a mechanism to ensure the safety of both the inmates as well as the people who work there," said Assemblymember O'Donnell, Chair of the Corrections Committee and sponsor of bill A-9939, which would create the office of correction ombudsman.
