"I personally don't usually favor design-build, but when there is a project labor agreement (PLA) we take care of that problem with correction. In fact, Labor Law 222 says, when the public entity that is subject to the contract determines that its interest in obtaining the best work at the possible lowest price, preventing favoritism, fraud and corruption and other consideration, such as the impact of delay, the possibility of cost savings advantages and any local history of labor unrest are best met by requiring a project labor agreement," said Assemblymember Harry Bronson, who voted in favor of the New York City Housing Authority (NYCHA) Modernization Act and for providing a report on lead-based paint poisoning prevention.
