 "These local development corporations were a mechanism by which the county shifted the responsibility of certain aspects of county operations," said Assemblyman Bronson, discussing legislation to  Authorizes Monroe County to finance certain service contract obligations  without the use of local development corporations. "The time the last one was shifted over regarding law enforcement and emergency responders…it lacked transparency, it lacked accountability, it lacked a mechanism in order for subcontracts to be bided out and delivered to subcontractors.
