oxides of nitrogen, sulfur dioxide and particulate matter, and relating
to the value of distributed energy resources

PURPOSE OR GENERAL IDEA OF BILL::
Directs the public service commission to modify the objectives of the
Clean Energy Fund for reductions of air pollution, and relating to the
value of distributed energy resources.

SUMMARY OF PROVISIONS::
Section 1: The public service commission shall modify the stated objec-

department of environmental conservation, establish appropriate compen-
sation for reductions of air pollution.
Section 3: The Long Island power authority shall establish appropriate
compensation for reductions of air pollution.
Section 4: Effective Date

JUSTIFICATION:
Local air pollution is a real problem that people aren't addressing, or
even talking about. More than 8 million people died in 2018 from fossil
fuel pollution, significantly higher than previous research suggested,
according to new research from Harvard University. Researchers esti-
mated that exposure to particulate matter from fossil fuel emissions
accounted for 18 percent of total global deaths in 2018 - a little less
than 1 out of 5. Regions with the highest concentrations of fossil fuel-
related air pollution - including Eastern North America, Europe, and
South-East Asia - have the highest rates of mortality, according to the
study published in the journal Environmental Research.
This bill will direct the Public Service Commission to modify the objec-
tives of the Clean Energy Fund to address pollution from fossil fuels.
