        Introduced  by  M. of A. RYAN -- read once and referred to the Committee
          on Environmental Conservation
 
        AN ACT to amend the  environmental  conservation  law,  in  relation  to
          providing that persons participating in a non-commercial fishing class
          or  clinic sponsored by a school or university are exempt from fishing
          license requirements
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Section  11-0707 of the environmental conservation law is
     2  amended by adding a new subdivision 10 to read as follows:
     3    10. Persons participating in a non-commercial fishing class or  clinic
     4  sponsored  by  a school or university may take fish and frogs as if they
     5  held fishing licenses except that they may not take bait fish by net  or
     6  trap.
     7    § 2. This act shall take effect immediately.
