AN ACT to amend the education law, in relation to authorizing the
commissioner of education to conduct a study identifying paperwork
requirements and developing and implementing a five year paperwork
reduction plan
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 305 of the education law is amended by adding a new
2 subdivision 52 to read as follows:
3 52. a. The commissioner is authorized and directed to conduct a study
4 that will identify the paperwork requirements as established by state
5 statute, rule or regulation promulgated by the department for all
6 schools.
7 b. For the purposes of this subdivision, paperwork shall include, but
8 not be limited to all certificates, reports, forms or other required
9 types of communication that involve or terminate in a paper record.
10 c. This study shall be completed by January first, two thousand
11 fifteen and shall identify a list of such paperwork and determine the
12 total volume of all paperwork requirements for each individual school,
13 school district and board of cooperative educational services and a
14 combined total for all schools, school districts and boards of cooper-

1 ative educational services statewide, of paperwork as defined in this
2 subdivision. This list shall also include the estimated costs, in mate-
3 rials and labor, to the schools, school districts and boards of cooper-
4 ative educational services and the department associated with the
5 completion of such paperwork records. Such study shall also include the
6 estimated costs to the schools, school districts and boards of cooper-
7 ative educational services and to the department associated with the
8 completion and submission of such paperwork records through the use of
9 an electronic medium such as the internet.
10 d. The commissioner shall then develop and implement a five year plan
11 to reduce the total paperwork volume for each school, school district,
12 board of cooperative educational services and the department by at least
13 ten percent per year for each of the five years following the completion
14 of such study.
15 § 2. This act shall take effect immediately.
