AN ACT to amend the public authorities law, in relation to capping annu-
al water rate increases at four percent in a city having a population
of one million or more persons
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1045-j of the public authorities law is amended by
2 adding a new subdivision 3-a to read as follows:
3 3-a. Notwithstanding any provision of law, rule or regulation to the
4 contrary, in a city having a population of one million or more persons,
5 no fee, rate, rent or other charge shall be established, fixed or
6 revised so as to result in an increase of more than four percent in any
7 calendar year.
8 § 2. This act shall take effect immediately.
