AN ACT to amend the vehicle and traffic law, in relation to the renewal
of driver's licenses, learner's permits and identification cards
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 503 of the vehicle and traffic law is amended by
2 adding a new subdivision 5 to read as follows:
3 5. Notice to renew. The commissioner shall mail renewal notices to
4 residents issued a driver's license or a learner's permit forty-five to
5 sixty days before such driver's license or learner's permit expires.
6 The renewal notice shall detail the methods available for renewal, the
7 address of the nearest department of motor vehicles office, and shall
8 state "PURSUANT TO SUBDIVISION 3 OF SECTION 205 OF THE VEHICLE AND TRAF-
9 FIC LAW, THE COUNTY CLERK SHALL RETAIN 12.7 PERCENT OF RENEWAL FEES IF A
10 RENEWAL IS PROCESSED BY A DEPARTMENT OF MOTOR VEHICLES BRANCH OFFICE
11 OPERATED BY THE COUNTY. THESE FUNDS MAY BE USED TO PROVIDE VITAL COUNTY
12 SERVICES AND/OR REDUCE COUNTY PROPERTY TAXES."
13 § 2. Section 491 of the vehicle and traffic law is amended by adding a
14 new subdivision 3 to read as follows:

16 residents issued an identification card forty-five to sixty days before
17 such identification card expires. The renewal notice shall detail the
18 methods available for renewal, the address of the nearest department of
19 motor vehicles office, and shall state "PURSUANT TO SUBDIVISION 3 OF
20 SECTION 205 OF THE VEHICLE AND TRAFFIC LAW, THE COUNTY CLERK SHALL
21 RETAIN 12.7 PERCENT OF RENEWAL FEES IF A RENEWAL IS PROCESSED BY A
22 DEPARTMENT OF MOTOR VEHICLES BRANCH OFFICE OPERATED BY THE COUNTY.
23 THESE FUNDS MAY BE USED TO PROVIDE VITAL COUNTY SERVICES AND/OR REDUCE

25 § 3. This act shall take effect immediately.
