        AN  ACT  to  amend the executive law, in relation to creating within the
          office of general services a  home  ownership  and  local  development

          program
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The executive law is amended by adding a new section  201-b
     2  to read as follows:
     3    §  201-b. Home ownership and local development program. 1. There shall
     4  be created within the office of general services a  home  ownership  and
     5  local development program, with the purpose of identifying non-essential
     6  or non-preserved state owned land.
     7    2.  The  office  of general services shall authorize the sale of state
     8  owned land, identified as non-essential  or  non-preserved  pursuant  to
     9  subdivision  one of this section, for one dollar for the construction of
    10  affordable housing projects or recreational purposes.

    11    3. Such state owned land shall be located in a  county  with  a  popu-
    12  lation of more than one thousand six hundred inhabitants per square mile
    13  and less than five thousand inhabitants per square mile according to the
    14  two  thousand  federal  census and shall not be located in a city with a
    15  population of one million or more inhabitants.
    16    4. Such state owned land shall be transferred to the applicable  city,
    17  town,  village  or  municipal  housing authority. If such property after
    18  transfer is not used for affordable  housing  or  recreational  purposes
    19  within two years then the sale shall be void and transferred back to the
    20  office of general services.
    21    § 2. This act shall take effect on the one hundred twentieth day after

    22  it  shall  have  become  a  law.  Any rules and regulations necessary to
    23  implement the provisions of this act on its effective date  are  author-
    24  ized and directed to be promulgated on or before such effective date.
