        Introduced  by  M.  of  A.  WALLACE, CONRAD, McMAHON, COLTON, SEAWRIGHT,
          DARLING, DINOWITZ, GUNTHER, ZINERMAN, THIELE, SIMON, STECK,  JACOBSON,
          SILLITTI,  HEVESI, SEPTIMO, JACKSON, FORREST -- read once and referred
          to the Committee on Education -- committee discharged,  bill  amended,
          ordered reprinted as amended and recommitted to said committee

        AN  ACT  to  amend  the election law, in relation to encouraging student
          voter registration and pre-registration
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Subdivision  2  of  section 5-507 of the election law, as
     2  added by chapter 2 of the laws of 2019, is amended to read as follows:
     3    2. Encouragement of student voter registration  and  pre-registration.
     4  Local  boards  of education, boards of cooperative educational services,
     5  charter schools and non public schools are required to adopt policies to
     6  promote student voter registration and pre-registration. These  policies
     7  may  include  collaboration  with  county boards of elections to conduct
     8  voter registration  and  pre-registration  in  high  schools  and  shall
     9  include,  but not be limited to, procedures for: (i) providing access to
    10  voter registration and pre-registration applications during  the  school
    11  year  and  assistance  with filing such applications; and (ii) informing
    12  students of the state requirements for voter registration and pre-regis-
    13  tration. Completion and submission of voter registration  or  pre-regis-
    14  tration forms shall not be a course requirement or graded assignment for
    15  students.
    16    §  2.  This act shall take effect on the first of July next succeeding
    17  the date on which it shall have become a law. Effective immediately  the
    18  addition,  amendment  and/or  repeal of any rule or regulation necessary
    19  for the implementation of this act on its effective date are  authorized
    20  to be made and completed on or before such effective date.
