        AN ACT to amend the public officers law, in relation to access to public
          agency records that contain information about materials, processes  or
          actions  that  may  cause  harm to the public health or safety, or the
          environment
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. Section 89 of the public officers law is amended by adding
     2  a new subdivision 10 to read as follows:
     3    10. Unless otherwise prohibited by law, an agency may  provide  access
     4  to  records  determined  by  such  agency  to be in the public interest,
     5  including, but not limited to records or portions thereof  that  contain
     6  information about materials, processes or actions that may cause harm to

     7  the public health or safety, or the environment.
     8    § 2. This act shall take effect immediately.
