        Introduced  by  M.  of  A.  DenDEKKER  --  read once and referred to the
          Committee on Veterans' Affairs -- committee discharged, bill  amended,
          ordered  reprinted  as  amended  and  recommitted to said committee --

          reading, passed by Assembly and delivered to the Senate, recalled from
          the  Senate,  vote  reconsidered,  bill  amended,  ordered  reprinted,
          retaining its place on the special order of third reading
 
        AN ACT to amend the executive law, in relation to the  report  submitted
          by the division of service-disabled veterans' business development
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph (f) of subdivision 4  of  section  369-i  of  the
     2  executive law, as added by chapter 22 of the laws of 2014, is amended to
     3  read as follows:
     4    (f)  Submit  a report by the thirty-first of December each year, [with
     5  the first report due by the thirty-first of  December  in  the  calendar
     6  year  next succeeding the calendar year in which this article shall have
     7  become a law,] to the governor, the temporary president of  the  senate,
     8  [and]  the  speaker  of  the assembly and the chairpersons of the senate
     9  finance and assembly ways and  means  committees.    Such  report  shall
    10  include  information  including,  but  not  limited  to,  the  number of
    11  contracts entered into pursuant to this article, the average  amount  of
    12  such  contracts,  the  number of service-disabled veteran-owned business
    13  enterprises certified, the number of applications for certification as a
    14  service-disabled  veteran-owned  business  enterprise,  the  number   of
    15  denials  for  such certification, the number of appeals of such denials,
    16  and the outcome of such appeals and the average time  that  is  required
    17  for such certification to be completed. Also to be included shall be the
    18  level of service-disabled veteran-owned businesses participating in each
    19  agency's contracts for goods and services and on activities of the divi-
    20  sion  and  efforts  by each contracting agency to promote utilization of

     1  service-disabled veteran-owned businesses and to  promote  and  increase
     2  participation  by  certified  service-disabled  veteran-owned businesses
     3  with respect to state contracts and  subcontracts  to  such  businesses.
     4  Such  report may recommend new activities and programs to effectuate the
     5  purposes of this article.
     6    § 2. This act shall take effect immediately; provided,  however,  that
     7  the  amendments  made to paragraph (f) of subdivision 4 of section 369-i
     8  of article 17-B of the executive law, made by section one of  this  act,
     9  shall not affect the repeal of such article and shall be deemed repealed
    10  therewith.
