AN ACT to amend the public authorities law, in relation to authorizing
the dormitory authority to finance certain facilities for Abby Lane
Housing Corporation, a subsidiary of ESF College Foundation, Inc.
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Paragraph (b) of subdivision 2 of section 1676 of the
2 public authorities law is amended by adding a new undesignated paragraph
3 to read as follows:
4 Abby Lane Housing Corporation, a subsidiary of ESF College Foundation,
5 Inc., for the financing or refinancing, or reimbursement of the costs
6 of, the acquisition, design, construction, reconstruction, rehabili-
7 tation, improvement, furnishing and equipping of, or otherwise providing
8 for, a student dormitory facility located between Oakland Street and
9 Standart Street in the city of Syracuse, New York, to serve as a dormi-
10 tory for students of the State University of New York College of Envi-
11 ronmental Science and Forestry; provided, however, that the aggregate
12 sum of any bonds issued for such purpose shall not exceed fifty million
13 dollars.
14 § 2. Subdivision 1 of section 1680 of the public authorities law is
15 amended by adding a new undesignated paragraph to read as follows:
16 Abby Lane Housing Corporation, a subsidiary of ESF College Foundation,

4 § 3. All contracts entered into by the dormitory authority pursuant to
5 the provisions of this act shall be deemed to be state contracts within
6 the meaning of that term as set forth in article 15-A of the executive
7 law, and the dormitory shall be deemed, for the purposes of this act, a
8 contracting agency as the term is used in such article.
9 § 4. This act shall take effect immediately.
