AN ACT to amend the executive law, in relation to directing the minority
and women-owned business enterprise statewide advocate to act as a
liaison for the blind, disabled and veterans
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 311-a of the executive law is amended by adding a
2 new subdivision 2-a to read as follows:
3 2-a. The statewide advocate shall act as a liaison for any organiza-
4 tion for the blind or disabled or a veterans' workshop, that has been
5 designated as a preferred source pursuant to section one hundred sixty-
6 two of the state finance law, in order to assist such organizations and
7 workshops with creating and sustaining employment opportunities for the
8 blind, visually impaired, disabled and veterans. Further, the statewide
9 advocate shall inform, on a regular basis but not less than once per
10 calendar year, state agencies, political subdivisions, and public bene-
11 fit corporations of the requirements of article eleven of the state
12 finance law as it relates to the purchase of services and commodities
13 from such organizations.
14 § 2. This act shall take effect immediately provided that the amend-
15 ments to section 311-a of the executive law made by section one of this
16 act shall not affect the expiration of such section and shall be deemed
17 to expire therewith.
