AN ACT authorizing the commissioner of education to make a payment for
building aid to which the Norwich city school district is entitled to
be used for services and expenses of such school district
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. In order to avoid endangering the fiscal stability of the
2 Norwich city school district, certain apportionments payable to the
3 Norwich city school district shall be paid on an accelerated schedule.
4 Notwithstanding any other provisions of law, the commissioner of educa-
5 tion shall make a payment for the allotted balance of state building aid
6 to which the Norwich city school district is entitled in an amount equal
7 to $850,684 no later than June 30, 2020. Funds paid pursuant to this act
8 shall be used for services and expenses of the Norwich city school
9 district and shall be applied to support of its educational programs and
10 any liability incurred by such city school district in carrying out its
11 functions and responsibilities under the education law.
12 § 2. If any clause, sentence, subdivision, paragraph, section or part
13 of this act be adjudged by any court of competent jurisdiction, to be
14 invalid, such judgment shall not affect, impair or invalidate the
15 remainder thereof, but shall be confined in its operation to the clause,
16 sentence, subdivision, paragraph, section or part thereof directly
17 involved in the controversy in which such judgment shall have been
18 rendered.
19 § 3. This act shall take effect immediately.
