Senate Resolution No. 1563

        CONGRATULATING  Mello  Testa  upon the occasion of
        his  retirement  after  40  years  of  distinguished
        service  to  the  residents of the city of Utica and
        Oneida County
 
  WHEREAS, It is the custom of this Legislative  Body  to  acknowledge
those  individuals whose professional lives and civic endeavors serve to
enhance the stature of the State of New York; and
 
  WHEREAS, Attendant to such concern, and  in  full  accord  with  its
long-standing  traditions,  this  Legislative  Body  is  justly proud to
congratulate Mello Testa upon the occasion of his  retirement  after  40
years  of  distinguished  service  to  the residents of both the City of
Utica and Oneida County; and
 
  WHEREAS, Mello Testa began his four decade career in public  service
as  a  teenager when he took a job mowing the lawn for the Urban Renewal
Agency; for the next few summers, he was a playground supervisor for the
City of Utica and during the winters, he worked as a snow maker  at  the
Parkway Ski Area; during this time, he was also a night watchman for the
Utica City School District at Murnane Field; and
 
  WHEREAS, In December of 1992, Mello Testa became a director with the
Oneida  County  Purchasing  Department,  the position from which he will
officially retire on December 30, 2021; throughout his tenure, he served
under  four  county  executives,  earning  the  admiration,  esteem  and
affection of his colleagues; and
 
  WHEREAS,  In  addition to this role, Mello Testa served as a City of
Utica councilmember for three years; in  this  capacity,  he  diligently
worked  to  make  the city a better place for its citizens to live, work
and play; and
 
  WHEREAS, Rare indeed  is  the  impressive  dedication  shown  by  an
individual  for  the  benefit  of others which Mello Testa has displayed
throughout his life; and
 
  WHEREAS, It is the sense of this Legislative  Body  that  those  who
enhance the quality of life in their community and have shown a long and
sustained  commitment  to  the  maintenance  of  high standards in their
profession, certainly have earned the recognition and  applause  of  all
the citizens of this great Empire State; now, therefore, be it
 
  RESOLVED,  That  this Legislative Body pause in its deliberations to
congratulate Mello Testa upon the occasion of his  retirement  after  40
years of distinguished service to the residents of the City of Utica and
Oneida  County, and to wish him well in all his future endeavors; and be
it further
 
  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to Mello Testa.
