AN ACT to amend the education law, in relation to providing secondary
school pupils and adults in career education programs access to
programs/courses sufficient to comprise a career major in electric
vehicle maintenance and repair
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 4602-a
2 to read as follows:
3 § 4602-a. Career major in electric vehicle maintenance and repair. 1.
4 For purposes of this section:
5 (a) "career major" shall mean a number of courses in a career educa-
6 tion program which together provide a student with greater technical
7 skill and a strong academic core and are primarily designed for those
8 students who are not initially college bound and shall provide them with
9 alternatives to immediate entrance into a four-year university or
10 college after high school graduation. A career major shall be linked to
11 postsecondary options and shall prepare students to pursue either a
12 degree or certification from a postsecondary institution, an industry-
13 based training or certification, an apprenticeship, the military, or
14 immediate entrance into a career field, pursuant to policies adopted by
15 the commissioner; and
16 (b) "electric vehicle" shall mean an automotive-type vehicle for
17 on-road use, such as passenger automobiles, buses, trucks, vans, neigh-
18 borhood electric vehicles, and electric motorcycles, powered by an elec-
19 tric motor that draws current from a rechargeable storage battery, fuel
20 cell, photovoltaic array, or other source of electric current which is
21 charged by being plugged into an electrical source. For the purposes of
22 this section, off-road, self-propelled electric vehicles, such as indus-

1 trial trucks, hoists, lifts, transports, golf carts, airline ground
2 support equipment, tractors, and boats, are not included in the defi-
3 nition of "electric vehicle".
4 2. The board of education of each school district shall develop career
5 major programs of study in electric vehicle maintenance and repair,
6 available to all secondary school pupils and adults in career education
7 programs, in accordance with a phase-in schedule as determined by
8 reports from the working group established under subdivision three of
9 this section. Every career education school in the state shall adminis-
10 ter a number of classes necessary to meet the requirements of a career
11 major and provide instruction designed to educate students on electric
12 vehicle maintenance and repair. These courses shall also be offered to
13 each high school student enrolled in a school district that offers a
14 career major program. The courses contained in the electric vehicle
15 maintenance and repair career major shall be defined and administered by
16 the board of education of each school district after consultation with
17 the working group, as provided in subdivision three of this section.
18 3. (a) No later than sixty days following the effective date of this
19 section, the public service commission shall establish the working group
20 on electric vehicle career education achievement ("the working group").
21 The working group, no later than the date specified by the public
22 service commission and on an annual basis thereafter, shall meet and
23 then provide the commissioner and the board of education of each school
24 district with recommendations necessary to implement the electric vehi-
25 cle maintenance and repair career major. The working group shall provide
26 guidance, advice, and make recommendations to the commissioner on
27 matters pertaining to education policy, performance and innovation in
28 electric vehicle technology. The commissioner shall promulgate such
29 recommendations of the working group as may be necessary to establish
30 the curriculum, assessments and any other criteria that students must
31 achieve to earn a career major pursuant to this section.
32 (b) The public service commission shall compose the working group and
33 may consult with the commissioner for recommendations. The working group
34 shall consist of eight members appointed as follows:
35 (i) two members appointed from the public service commission;
36 (ii) two members appointed from the New York state energy research and
37 development authority;
38 (iii) two members from the department;
39 (iv) one member with an expertise in electric vehicle engineering who
40 is located within the state; and
41 (v) one member appointed from a state-based environmental organiza-
42 tion.
43 § 2. This act shall take effect immediately.
