        AN ACT to amend the vehicle and traffic law, in relation  to  the  issu-
          ance,  form  and  expiration  of licenses and identification cards for

          persons less than twenty-one years of age
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Subdivision 1 of section 504 of the vehicle and traffic law
     2  is amended by adding a new paragraph (c) to read as follows:
     3    (c)  Every  license  or  renewal  thereof issued to a person less than
     4  twenty-one years of age shall be portrait or vertical in form and  every
     5  license or renewal thereof issued to a person twenty-one years of age or
     6  over shall be landscape or horizontal in form. In the case of a licensee
     7  who  is  less  than  twenty-one  years  of age, the license issued shall
     8  contain the date on which the licensee will become twenty-one  years  of
     9  age.

    10    §  2.  Subdivision  1 of section 503 of the vehicle and traffic law is
    11  amended by adding a new paragraph (c) to read as follows:
    12    (c) A license issued pursuant to paragraph (c) of subdivision  one  of
    13  section five hundred four of this chapter shall expire on the licensee's
    14  twenty-first birthday unless otherwise suspended or revoked.
    15    §  3.  Subdivision  3 of section 490 of the vehicle and traffic law is
    16  amended by adding a new paragraph (d) to read as follows:
    17    (d) Every identification card or renewal thereof issued  to  a  person
    18  less  than twenty-one years of age shall be portrait or vertical in form
    19  and every identification card or renewal  thereof  issued  to  a  person
    20  twenty-one  years  of  age  or  over shall be landscape or horizontal in

    21  form. In the case of a person who is less than twenty-one years of  age,
    22  the  identification  card  issued  shall  contain  the date on which the
    23  person will become twenty-one years of age.

     1    § 4. Subdivision 1 of section 491 of the vehicle and traffic  law,  as
     2  amended  by  chapter  580  of  the  laws  of 1994, is amended to read as
     3  follows:
     4    1.  Period of validity. An identification card shall be valid from the
     5  date of issuance until the date of expiration determined by the  commis-

     6  sioner,  except  that  (a) any person sixty-two years of age or older or
     7  (b) any recipient of supplemental security income  benefits  defined  in
     8  section  two hundred eight of the social services law, shall be eligible
     9  for a card which expires ten years after  the  date  of  issuance.  Such
    10  dates  of  issuance  and expiration shall be noted on the identification
    11  card. However, the prior identification card shall expire on the date of
    12  issuance of a renewal of such prior identification card. The commission-
    13  er may extend the period of validity of  an  identification  card  in  a
    14  manner  and form prescribed by the commissioner.  An identification card
    15  issued to a person pursuant to paragraph (d)  of  subdivision  three  of
    16  section  four  hundred  ninety  of  this  article,  shall  expire on the

    17  person's twenty-first birthday unless otherwise suspended or revoked.
    18    § 5. The department  of  motor  vehicles  shall  make  all  reasonable
    19  efforts to replace licenses and identification cards issued prior to the
    20  effective  date of this act to persons less than twenty-one years of age
    21  within eighteen months of the effective date of this act.
    22    § 6. This act shall take effect on the one hundred twentieth day after
    23  it shall have become a law; provided, however, that effective immediate-
    24  ly, the addition, amendment and/or repeal  of  any  rule  or  regulation
    25  necessary  for  the implementation of this act on its effective date are
    26  authorized and directed to be made  and  completed  on  or  before  such
    27  effective date.
