          twice  and  ordered  printed,  and when printed to be committed to the
          Committee on Energy  and  Telecommunications  --  recommitted  to  the
          Committee  on  Energy and Telecommunications in accordance with Senate
          Rule 6, sec. 8 -- reported favorably from said committee,  ordered  to
          first  and  second  report,  ordered  to  a third reading, amended and
          ordered reprinted, retaining its place in the order of third reading
 
        AN ACT to amend the public service law, in  relation  to  requiring  the
          establishment of utility customer arrears reporting
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The public service law is amended by adding a  new  section
     2  28 to read as follows:
     3    §  28. Customer arrears program reporting. 1. For the purposes of this
     4  section, "utility" shall mean a  municipality,  utility  corporation  as
     5  defined in subdivisions twenty-three and twenty-four, water-works corpo-
     6  ration  as  defined in subdivision twenty-seven, an electric corporation
     7  as defined in  subdivision thirteen, a gas  corporation  as  defined  in
     8  subdivision  eleven,  a    combination  gas  and electric corporation as
     9  defined in subdivision fourteen, a steam    corporation  as  defined  in
    10  subdivision  twenty-two  of  section  two  of this article and any other
    11  community water system as defined in 10 NYCRR 5-1.1.
    12    2. Each utility shall, within ninety days of  the  effective  date  of
    13  this section, submit to the commission, in a form and manner  determined
    14  by   the commission, a report on the number of its customers in arrears,
    15  the number in arrears at ninety days or greater  and  the  total  dollar
    16  amount of customer arrears.
    17    § 2. This act shall take effect immediately.
