AN ACT to amend the vehicle and traffic law, in relation to the regis-
tration of snowmobiles used solely for the purpose of hunting, fishing
and trapping; and providing for the repeal of such provisions upon
expiration thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 2222 of the vehicle and traffic law is amended by
2 adding a new subdivision 2-a to read as follows:
3 2-a. The commissioner is authorized to register a snowmobile as a
4 non-trail snowmobile which shall be used solely for the purpose of gain-
5 ing access to hunting, fishing and trapping areas, without the use of
6 any office of parks, recreation and historic preservation approved snow-
7 mobile trails maintained by a trail maintenance entity. Such registra-
8 tion shall be comprised of a blaze orange background with black letter-
9 ing. The fee for the registration of a snowmobile as a non-trail
10 snowmobile and each renewal thereof shall be forty-five dollars, thir-
11 ty-five dollars of which shall be deposited into the snowmobile trail
12 development and maintenance fund set forth in section 21.07 of the
13 parks, recreation and historic preservation law.
14 § 2. Section 2230 of the vehicle and traffic law is amended by adding
15 a new subdivision 3 to read as follows:
16 3. Any person who violates the provisions of subdivision two-a of
17 section twenty-two hundred twenty-two of this article shall be guilty of
18 a violation punishable by a fine of two hundred dollars for each
19 offense, of which one hundred dollars of such fine shall be deposited in

1 the snowmobile trail development and maintenance fund set forth in
2 section 21.07 of the parks, recreation and historic preservation law. In
3 addition to such fine, any second or subsequent offense within a three
4 year period shall result in the suspension of all licenses set forth in
5 section 11-0701 of the environmental conservation law held by such
6 person for a period of one year.
7 § 3. This act shall take effect immediately and shall expire and be
8 deemed repealed three years after such date.
