        Introduced  by  Sen.  AVELLA -- read twice and ordered printed, and when
          printed to be committed to the Committee on Finance -- recommitted  to
          the  Committee  on Finance in accordance with Senate Rule 6, sec. 8 --
          committee discharged, bill amended, ordered reprinted as  amended  and
          recommitted to said committee
 

        AN  ACT  to amend the executive law, in relation to state-issued parking
          placards
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 837-s
     2  to read as follows:
     3    § 837-s. State-issued parking  placards.  1.    All  parking  placards
     4  issued by the state of New York shall bear a barcode, which shall permit
     5  traffic enforcement agents to confirm the validity of such placards when
     6  displayed in a motor vehicle. Such barcode shall contain the name of the
     7  individual authorized to use the placard, the license plate of the vehi-
     8  cle  in which such placard is displayed, the name of the agency for whom

     9  the individual using the placard is employed and a unique identification
    10  number specific to each placard.
    11    2. The commissioner shall establish an on-line  registry  and  website
    12  for all state-issued parking placards.
    13    § 2. This act shall take effect immediately.
