AN ACT relating to the transfer and conveyance of certain lands to
Joseph's Home, Inc.
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subject to the provisions of this act but notwithstanding
2 any other provision of law to the contrary, the commissioner of general
3 services, upon the consent of the commissioner of mental health, is
4 hereby authorized and empowered to transfer and convey to Joseph's Home,
5 Inc., a not-for-profit corporation organized and existing under the laws
6 of the state of New York, certain unused state land consisting of a
7 portion of the Rockland Psychiatric Center under the jurisdiction of the
8 office of mental health, in consideration of fair market value and upon
9 such other terms and conditions as the commissioner of general services
10 may deem proper.
11 § 2. The land authorized to be transferred and conveyed pursuant to
12 this act is a portion of the Rockland Psychiatric Center and is general-
13 ly described as follows:
14 Beginning at a point on the northerly road boundary of Old Orangeburg
15 road at its point of intersection with the division line between the
16 lands of the people of the state of New York New York state office of
17 mental health Rockland Psychiatric Center on the west and the lands now
18 or formerly of Joseph's Home, Inc. as described in instrument No.
19 1999-00048877 on the east and runs thence from said point of beginning
20 along said northerly road boundary of Old Orangeburg road south 84 deg.
21 45 min. 34 sec. west 120.28 feet to a point; thence through the said
22 lands of the people of the state of New York New York state office of
23 mental health Rockland Psychiatric Center the following seven (7) cours-

11 min. 57 sec. west along the last mentioned division line 371.02 feet to
12 the point or place of beginning and containing 63,643± square feet or
13 1.461 acres of land, more or less.
14 § 3. The description in section two of this act of the lands to be
15 transferred and conveyed is not intended to be a legal description, but
16 is intended only to identify the premises to be conveyed. As a condition
17 of purchase, Joseph's Home, Inc. shall submit to the commissioner of
18 general services for approval an accurate survey and description of the
19 lands generally described in section two of this act, which may be used
20 in the conveyance thereof.
21 § 4. The commissioner of general services shall not transfer or convey
22 the aforesaid land unless application is made by Joseph's Home, Inc.,
23 within one year after the effective date of this act.
24 § 5. Any lands transferred and conveyed pursuant to this act shall be
25 used exclusively for the purposes of supportive and transitional housing
26 for homeless and disabled individuals, and other community services to
27 prevent homelessness.
28 § 6. This act shall take effect immediately.
