        Introduced  by Sens. BALL, GOLDEN -- read twice and ordered printed, and
          when printed to be committed to the Committee  on  Veterans,  Homeland
          Security and Military Affairs
 
        AN  ACT to amend the education law, in relation to enacting the "Commit-
          ment to Military Education Act"
 

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. This act shall be known and may be cited as the "Commitment
     2  to Military Education Act."
     3    §  2.  The  education  law is amended by adding a new section 669-e to
     4  read as follows:
     5    § 669-e. Tuition assistance for members of the  armed  forces  of  the
     6  United  States.   1. Eligible students. Students must be enrolled in the
     7  state of New York university  system  on  the  effective  date  of  this
     8  section  and  must  have  been  enrolled in a tuition assistance program
     9  under a branch of the United States armed forces which was cancelled  or
    10  suspended in the year 2013.
    11    2.  Tuition  reduction.  Notwithstanding  any  law  to  the  contrary,

    12  students who meet the requirements of subdivision one  of  this  section
    13  shall be eligible for reduced tuition in the state of New York universi-
    14  ty  system.   Reduced tuition shall be equivalent to the regular tuition
    15  amount reduced by the amount of assistance per credit hour  the  student
    16  formerly  received  from  a tuition assistance program under a branch of
    17  the United States armed forces.
    18    3. Implementation. The state university  trustees  and  the  board  of
    19  governors  of  the  community  college  system shall prescribe rules and
    20  regulations for the implementation of this section.
    21    4. Effectiveness. Students shall remain eligible  under  the  require-
    22  ments  of  subdivision  one of this section until the tuition assistance

    23  program under a branch of the United  States  armed  forces,  which  was
    24  cancelled  or  suspended in the year 2013, for which they were enrolled,
    25  or a substantially similar program, is reinstated.
    26    § 3. This act shall take effect immediately.
