        Introduced  by  Sen. LATIMER -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the executive law, in relation to display of the Missing
          In Attack On Our Nation flag on public buildings
 
          The People of the State of New York, represented in Senate and  Assem-

        bly, do enact as follows:
 
     1    Section  1. The executive law is amended by adding a new section 403-c
     2  to read as follows:
     3    § 403-c. Display of Missing In Attack On Our Nation flag to be common-
     4  ly known as the MIA-OON flag. 1. Every county, city, town and village is
     5  encouraged to display the MIA-OON flag at the building housing its local
     6  legislative body for a period of thirty days or such  longer  period  as
     7  that  body  deems appropriate every year commencing each September elev-
     8  enth.
     9    2. Every state police facility, including but not limited to the head-
    10  quarters, substations and training academy, is encouraged to display the
    11  MIA-OON flag for a period of thirty days or such longer  period  as  the

    12  superintendent of the state police deems appropriate every year commenc-
    13  ing each September eleventh.
    14    3. The MIA-OON flag shall display a black silhouette of a mother hold-
    15  ing  her child's hand upon a field of yellow. Underneath the image shall
    16  be the phrase "You Will Always Be Remembered" in  black  lettering.  The
    17  image of mother and child shall symbolize the vulnerability of innocents
    18  to  terrorist  attack, while the yellow shall symbolize that those taken
    19  by terrorist attacks will be returned to their loved ones.
    20    § 2. This act shall take effect immediately.
