        Introduced  by  Sen.  SERINO -- read twice and ordered printed, and when
          printed to be committed to the Committee on Rules
 
        AN ACT to amend the education law, in relation to the powers and  duties
          of the boards of education
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1709 of the education law is amended  by  adding  a
     2  new subdivision 3-a to read as follows:
     3    3-a.  To  alter the existing boundaries of the attendance zones that a
     4  student currently attends, the school board shall consider the  prospec-
     5  tive  need  for  such alterations, the ramifications upon the community,
     6  initial costs and savings resulting from such alterations.   The  school
     7  board  shall post the alternative boundary lines in a plan and conduct a
     8  public hearing. Notice of such hearing shall be published by such  board
     9  of  education  in  at  least one newspaper of general circulation in the
    10  community once a week for two weeks, and shall be  conspicuously  posted
    11  in  the  affected school district. The board of education shall render a
    12  decision at a regular or special meeting, the results of which shall  be
    13  recorded and made available to the public.
    14    § 2. This act shall take effect immediately.
