        Introduced  by  Sen.  ALESI  -- read twice and ordered printed, and when
          printed to be committed to the Committee on Commerce, Economic  Devel-
          opment and Small Business
 
        AN  ACT to amend the economic development law, in relation to creating a
          directory of technical and financial  assistance  programs  for  small
          businesses and minority and women owned business enterprises
 

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The economic development law is amended  by  adding  a  new
     2  section 107 to read as follows:
     3    §  107. Directory of small business and minority and women owned busi-
     4  ness enterprise assistance. 1.  The office shall create and  maintain  a
     5  registry  of state, federal, private and non-profit technical and finan-
     6  cial programs available to minority and women-owned business enterprises
     7  and small businesses, generally.
     8    2. The office shall maintain the format and content of  such  registry
     9  on  a computerized directory which shall be updated at least monthly and
    10  shall provide a method for which registry information may  be  delivered

    11  to  the office electronically. The office shall provide public access to
    12  such computerized directory in  a  manner  that  allows  individuals  to
    13  search the directory by name, date or type of assistance.
    14    3.  The  programs listed shall be divided into financial and technical
    15  assistance and further divided into programs available  to  small  busi-
    16  nesses  generally and dedicate a webpage or directory to programs appli-
    17  cable solely to minority and women owned business enterprises.
    18    4. Each program listed shall contain identifying information including
    19  a program description, the type of assistance offered, instructions  for
    20  application  to  such  program,  the  deadline for such application, the

    21  name, address and phone number of a contact  person  at  such  state  or
    22  federal  agency  or  private  foundation,  and  in the case of financial
    23  assistance the amount of such assistance available  and  the  source  of
    24  funds.
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets

     1    5.  The directory created by this section shall also maintain a direc-
     2  tory of the state and federal agencies, as well as the name, address and
     3  phone number of a contact person at such agency.

     4    6.  The  directory  created by this section shall also maintain census
     5  data from the most recent United States census.
     6    7. The commissioner shall adopt rules  and  regulations  to  implement
     7  this section.
     8    8.  The directory created by this section shall be publicly accessible
     9  within one year after the effective date of this section.
    10    § 2. This act shall take effect immediately.
