        Introduced  by  Sen.  HANNON -- read twice and ordered printed, and when
          printed to be committed to the Committee on Health
 
        AN ACT to amend the public health law, in relation to adding the  super-
          intendent of financial services to the early intervention coordinating
          council
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 

     1    Section 1. Paragraph (b) of subdivision  1  of  section  2553  of  the
     2  public  health  law, as amended by section 80 of part A of chapter 62 of
     3  the laws of 2011, is amended to read as follows:
     4    (b) The council shall consist of  [twenty-six]  twenty-seven  members,
     5  unless  otherwise required by federal law, appointed by the governor. At
     6  least five members shall be parents, four of whom shall  be  parents  of
     7  children  with disabilities aged twelve or younger and one of whom shall
     8  be the parent of a child with disabilities aged six or younger; at least
     9  five shall be representatives of public or private  providers  of  early
    10  intervention services; at least one shall be involved in personnel prep-
    11  aration or training; at least two shall be early intervention officials;

    12  at  least  two shall be members of the legislature; [six] seven shall be
    13  the commissioner and the commissioners of education, [social  services,]
    14  the  office  of  children and family services, people with developmental
    15  disabilities, mental health, alcoholism and substance abuse services and
    16  the superintendent of financial services, or their appropriate designees
    17  with sufficient authority to engage in policy planning  and  implementa-
    18  tion on behalf of their agencies.
    19    § 2. This act shall take effect immediately.
