          ZAR  -- read twice and ordered printed, and when printed to be commit-

        AN  ACT  to  amend the vehicle and traffic law, in relation to requiring
          limited use motorcycles to be registered at point of sale
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section 1. Paragraph (b) of subdivision 3 of section 2261 of the vehi-
     2  cle and traffic law, as amended by section 19 of part G of chapter 59 of
     3  the laws of 2009, is amended and a new subdivision 6 is added to read as
     4  follows:
     5    (b)  The  annual  fee for the registration, renewal, reregistration or
     6  amendment or duplicate of a registration of  a  limited  use  motorcycle
     7  shall  be six dollars and twenty-five cents. Any such registration [will
     8  commence], renewal, or reregistration shall take effect  and  expire  on
     9  dates to be determined by the commissioner. A fee for a registration for
    10  periods of more or less than one year shall not be prorated.
    11    6.  Registration  at  time  of  sale. Every limited use motorcycle, as
    12  defined by section one hundred twenty-one-b of this chapter, sold  by  a
    13  dealer  shall  be  registered  at the time of sale of such vehicle. Such
    14  registration shall take effect and expire on dates to be  determined  by
    15  the  commissioner.  Any  limited use motorcycle purchased for use exclu-
    16  sively outside of the state of New York shall not  require  registration
    17  at  the time of purchase, and the purchaser of such limited use motorcy-
    18  cle shall sign a declaration, provided by the dealer, which shall  state
    19  that such purchaser understands the conditions under which a limited use
    20  motorcycle  must  be  registered  and  the penalty for violation of such

     1  registration provisions. Each signed declaration shall be  forwarded  by
     2  the  dealer  to  the commissioner. The form of such declaration shall be
     3  provided by the commissioner to each dealer.
     4    § 2. This act shall take effect on the one hundred eightieth day after
     5  it  shall have become a law. Effective immediately, the addition, amend-
     6  ment and/or repeal of any rule or regulation necessary for the implemen-
     7  tation of this act on its effective date are authorized to be  made  and
     8  completed on or before such effective date.
