  TITLE OF BILL: An act to amend the general municipal law, in relation to electronic bell jar games; to amend a chapter of the laws of 2025 amending the general municipal law relating to electronic bell jar games, as proposed in legislative bills numbers S. 6351-B and A. 7475-B, in relation to the legislative finding and purpose and the effectiveness thereof   PURPOSE: The purpose of this bill is to effectuate an amendment to Chapter 697 of the Laws of 2025 (approval memo 74) related to authorizing the use of electronic bell jar vending machines by authorized charitable organiza- tions.   SUMMARY OF PROVISIONS: Section 1: * Establishes legislative findings and purpose. Section 2: * Defines gaming facility, veteran organization, and volunteer fire company. Sections 3, 4, & 5: * Makes technical amendments. Section 6: * Authorizes veterans organizations and volunteer fire companies to operate no more than three electronic bell jar vending machines. * Authorizes veterans organizations and volunteer fire companies to operate electronic bell jar vending machines at no more than four public fundraisers per year subject to Gaming Commission oversight. * Prohibits authorization of electronic bell jar vending machines in any location restricted by a compact between an Indian tribe and the state of New York. Section 7: * Provides Gaming Commission oversight to ensure that veterans organiza- tions and volunteer fire companies are the primary beneficiaries of electronic bell jar vending machines. * Authorizes the Gaming Commission to assess a proportionally distrib- uted annual fee on distributors of electronic bell jar vending machines as necessary to maintain regulatory control. Section 8: * Grants Gaming Commission oversight over location of electronic bell jar machines. * Limits eligibility to veterans organizations and volunteer fire compa- nies licensed to operate bell jar games as of November 30th, 2025. Section 9: * Establishes that the provisions of this act are not severable. Section 10: * Establishes an effective date of one year after this act has become a law. Section 11 is the effective date of the chapter amendment.   JUSTIFICATION: This bill makes amendments to Chapter 697 of the Laws of 2025 to ensure effective implementation.   LEGISLATIVE HISTORY: This bill is a chapter amendment to Chapter 697 of the Laws of 2025.   FISCAL IMPLICATIONS: Potential for enhanced revenues to the state through licensing fees and from charitable gaming.   EFFECTIVE DATE: This act shall take effect immediately; provided, however, sections one, two, three, four, five, six, seven, eight, and nine of this act shall take effect on the same date and in the same manner as a chapter of the laws of 2025 amending the general municipal law relating to electronic bell jar games, as proposed in legislative bills numbers S. 6351-B and A. 7475-B, takes effect.
