Section 32 sets forth the severability clause. Section 33 sets forth the effective date.   PURPOSE AND JUSTIFICATION: This bill consolidates in a new Chapter of the Consolidated Laws, Chap- ter 40-A Port Authority of New York and New Jersey, the 29 unconsol- idated laws that control the Port Authority. The Port Authority is an important economic driver of our state's economy, yet it is a daunting task to find the laws that control its operation, scattered throughout the unconsolidated laws, for anyone not familiar with the Authority. As a matter of transparency and open government, these laws should be readily accessible to anyone who is interested. This bill will allow anyone with questions regarding the Port Authority to quickly go to the appropriate Chapter. No substantive changes are made or intended to be made by this bill. It simply moves the existing unconsolidated laws into their own consolidated chapter.   PRIOR LEGISLATIVE HISTORY: 2015-16:A.7413/S.3353-B- Veto Memo No. 305 of 2015 2014 - S.6478-A - PASSED SENATE   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect upon the enactment into law by the State of New Jersey of legislation having an identical effect with this act, but if the State of New Jersey shall have already enacted such legislation this act shall take effect immediately.
