TITLE OF BILL:
An act to amend the election law, in relation to restructuring the form
of ballot proposals on election ballots, requiring the creation and
distribution of ballot publicity pamphlets, and creating ballot proposal
hearings
 
PURPOSE OR GENERAL IDEA OF BILL:
Restructures the form of ballot proposals on election ballots, requires
the Creation and distribution of ballot publicity pamphlets, and creates
ballot proposal hearings.
 
SUMMARY OF PROVISIONS:
Section 1: Section 7-110 of the election law, as separately amended by 2
chapters 409 and 411 of the laws of 2019, is amended
Section 2: The election law is amended by adding a new section 7-111
Section 3: Identifies effective date.
 
JUSTIFICATION:
Many states require ballot proposals for election ballots to be impar-
tially disseminated to the general public, so voters can understand the
pros and cons of the ballot proposal and make an informed decision when
they cast their vote. The bill would require the creation and distrib-
ution of publicity pamphlets and create a ballot proposal hearing to
better educate the public about the ballot proposal in advance of
voting.

EFFECTIVE DATE:
This act shall take effect on the thirtieth day after it shall have
