TITLE OF BILL: An act to amend the public health law, in relation to
adding dysmenorrhea to the list of conditions covered for lawful medical
use of marihuana
 
PURPOSE:
This bill adds dysmenorrhea to the list of conditions for which a doctor
may authorize medical marijuana use.
 
SUMMARY OF SPECIFIC PROVISIONS:
Section one amends subparagraph (i) of paragraph (a) of subdivision 7 of
section 3360 of the public health law.
Section two sets forth the effective date.
 
JUSTIFICATION:
Every month, women experience pain and discomfort associated with
menstruation. In severe cases, this pain can be debilitating, further
limiting a woman's ability to perform daily activities. Medical marijua-
na can alleviate many of the painful effects of dysmenorrhea.
This bill will provide women with access to a means of treating dysme-
norrhea by adding dysmenorrhea to the list of conditions for which a
doctor may authorize medical marijuana use. Not only will this improve
women's wellness and productivity during menstruation, but it will also
advance New York State in one of the country's fastest-growing indus-
tries.

EFFECTIVE DATE:
This act shall take effect immediately, provided, however, that the
amendments to section 3360 of the public health law made by section one
of this act shall not affect the repeal of such section and shall be
deemed repealed therewith.
