        AN  ACT  to  amend the vehicle and traffic law, in relation to requiring
          school buses to have windows made from bulletproof or ballistic glass
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Section  375 of the vehicle and traffic law is amended by
     2  adding a new subdivision 21-k to read as follows:
     3    21-k. (a) Every school bus which is owned and  operated  by  a  school
     4  district or which is privately owned and operated for compensation under
     5  contract  with  such district shall be required to have all windows made
     6  from bulletproof or ballistic glass.
     7    (b) The commissioner, in conjunction  with  the  commissioner  of  the
     8  department  of transportation, shall promulgate rules and regulations to
     9  establish minimum standards and  requirements  for  any  bulletproof  or
    10  ballistic  glass  that  is  installed  on  school buses pursuant to this
    11  subdivision.
    12    (c) For purposes of this subdivision, "bulletproof glass" or  "ballis-
    13  tic  glass"  shall mean a strong, transparent material made of laminated
    14  layers of glass and tough plastics, such as polycarbonate,  designed  to
    15  resist  bullets and other projectiles by flexing, absorbing impact ener-
    16  gy, and preventing penetration.
    17    § 2. This act shall take effect on the one hundred eightieth day after
    18  it shall have become a law.
