          on  Corporations, Authorities and Commissions -- committee discharged,
          bill amended, ordered reprinted as amended  and  recommitted  to  said
          committee
 
        AN  ACT  to  amend the public authorities law, in relation to time-delay
          mechanisms on emergency exit gates

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  public  authorities  law  is amended by adding a new
     2  section 1279-j to read as follows:
     3    § 1279-j. Time-delay emergency mechanisms.  Notwithstanding any  other
     4  provision  of  law,  the  authority  may  install and operate time-delay
     5  egress mechanisms on emergency exit gates at subway stations operated by
     6  the authority.  The authority shall be prohibited from using such  time-
     7  delay  egress  mechanisms  at  unstaffed  stations. If a station becomes
     8  unstaffed, the authority shall be required to deactivate such time-delay
     9  mechanism until such station has a trained  human  station  agent  phys-
    10  ically  present  and on duty.   Further, any time-delay egress mechanism
    11  utilized pursuant to this section shall:
    12    (a) include override systems in the event  of  emergencies,  including
    13  but not limited to fires, power failures, and emergency evacuations; and
    14    (b) comply with the Americans with Disabilities Act of 1990.
    15    § 2. This act shall take effect immediately.
