AN ACT to establish the caregiver coordinating commission
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Caregiver coordinating commission. 1. There is hereby
2 established a caregiver coordinating commission to review and evaluate
3 statewide planning, development, and implementation of caregiver support
4 services, including respite care, for informal family caregivers caring
5 for those across their lifespan.
6 2. (a) The commission shall consist of twelve members who shall have
7 relevant experience with caregiving or related services and shall be
8 appointed as follows:
9 (i) Two persons to be appointed by the speaker of the assembly;
10 (ii) One person to be appointed by the minority leader of the assem-
11 bly;
12 (iii) Two persons to be appointed by the temporary president of the
13 senate;
14 (iv) One person to be appointed by the minority leader of the senate;
15 (v) Three persons to be appointed by the governor;
16 (vi) The director of the office for the aging, or their designee, who
17 shall also serve as chair;
18 (vii) The commissioner of the office of children and family services,
19 or their designee; and
20 (viii) The commissioner of the office for people with developmental
21 disabilities, or their designee.
22 (b) All appointments shall be made within sixty days of the effective
23 date of this act.
24 (c) The members of the commission shall receive no compensation for
25 their services, but shall be allowed their actual and necessary expenses
26 incurred in the performance of their duties hereunder.
27 3. The commission shall study, examine and review the issues related
28 to caregiving, including, but not limited to:

1 (a) Reviewing existing programs and services available to informal
2 family caregivers, including those that are provided or supported by the
3 state, and evaluating the effectiveness and accessibility of such
4 programs;
5 (b) Identifying challenges faced by informal caregivers when accessing
6 such programs and support services, including respite care;
7 (c) Reviewing best practices and support models used in other states
8 as they pertain to caregiver support and respite services; and
9 (d) Providing recommendations to improve the accessibility and effec-
10 tiveness of caregiver support services, including providing policy
11 recommendations and funding priorities to better support informal family
12 caregivers.
13 4. For the purposes of this act, "informal family caregiver" shall
14 have the same meaning as "informal caregiver" as defined in subdivision
15 two of section two hundred six of the elder law.
16 5. The commission shall report its findings, conclusions and recommen-
17 dations to the governor, the temporary president of the senate, the
18 minority leader of the senate, the speaker of the assembly, and the
19 minority leader of the assembly no later than one year after the effec-
20 tive date of this act.
21 § 2. This act shall take effect immediately.
