        AN  ACT  to  amend  the  social  services  law, in relation to requiring
          reporting of certain data about calls made to  the  statewide  central
          register of child abuse and maltreatment and the HEARS family line
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The social services law is amended by adding a new  section
     2  422-d to read as follows:
     3    §  422-d.  Office  of children and family services; data transparency.
     4  1. The office of children and family services shall annually publish  on
     5  its  website  the  following  data about calls received by the statewide
     6  central register of child abuse and maltreatment:
     7    (a) by calendar year:
     8    (i) statewide central register of child abuse and  maltreatment  calls
     9  activity total;
    10    (ii)  intakes,  including  the  total number of intakes as well as the
    11  number of duplicate, initial and subsequent intakes;
    12    (iii) the total number of calls categorized as additional information;
    13    (iv) the total number of calls categorized as information  and  refer-
    14  ral;
    15    (v) the total number of non-reports;
    16    (vi) the total number of non-reports for each of the following closure
    17  reasons:
    18    (A) completed in backup system;
    19    (B) child 18 years or older;
    20    (C) disconnected before providing adequate information;
    21    (D) insufficient demographic information;
    22    (E) IT issues;
    23    (F) law enforcement referral processed;
    24    (G) no reasonable cause to suspect;
    25    (H) no harm/effect on child;
    26    (I) no imminent danger of harm;
    27    (J) no person legally responsible/parent;
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets
                              [ ] is old law to be omitted.

     1    (K) out of state - no jurisdiction;
     2    (L) refused to report;
     3    (M) caller was interrupted and will call back; and
     4    (N) any other closure codes that may be added in the future;
     5    (vii) the total number of non-reports by county;
     6    (viii)  in  six  month  increments, the total number of non-reports by
     7  reporter type; and
     8    (ix) the total number of any other call types that may be added in the
     9  future; and
    10    (b) by federal fiscal year:
    11    (i) the national child  abuse  and  neglect  data  system  screened-in
    12  referrals total as reported by the state in the child file;
    13    (ii)  the  national  child  abuse and neglect data system screened-out
    14  total, using the definition  of  the  term  screened-out  determined  in
    15  consultation with the national child abuse and neglect data system; and
    16    (iii)  the  screen-out  percent,  calculated  using the national child
    17  abuse and neglect data system screened-in referrals total and  screened-
    18  out total.
    19    2.  The  office  of  children  and family services shall also annually
    20  publish on its website the following data by calendar year:
    21    (a) the total number of calls to the HEARS family line; and
    22    (b) the total number of calls to the HEARS family line by county.
    23    § 2. This act shall take effect immediately.
