AN ACT to amend the education law, in relation to requiring every
college and university to provide public notice of cessation of opera-
tion and to develop transition plans for shared services
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The education law is amended by adding a new section 115 to
2 read as follows:
3 § 115. Notice of cessation of operation by college or university. 1.
4 Promptly following a college's or university's submission of notice to
5 an accrediting agency of any decision to cease operation, such college
6 or university shall provide public notice in a clearly visible and
7 accessible location on said college or university website of such deci-
8 sion.
9 2. Prior to cessation of operations, each college or university shall
10 hold at least one public meeting to address concerns from students,
11 faculty, staff, and the local community.
12 3. Prior to cessation of operations, each college or university that
13 provides shared services with a local government pursuant to article
14 fifty-seven-A of the arts and cultural affairs law, state or federal
15 agency, or not-for-profit corporation shall, to the extent practicable,
16 develop a transition plan in coordination with such local government,
17 agency, or not-for-profit corporation.
18 § 2. This act shall take effect one year after it shall have become a
19 law. Effective immediately, the addition, amendment and/or repeal of any
20 rule or regulation necessary for the implementation of this act on its
21 effective date are authorized to be made and completed on or before such
22 effective date.
