AN ACT to amend the vehicle and traffic law, in relation to establishing
a residential parking system in the postal designation and area of
Queens village near the UBS arena
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The vehicle and traffic law is amended by adding a new
2 section 1662-f to read as follows:
3 § 1662-f. Residential parking system in the postal designation and
4 area of Queens village, city of New York near the UBS arena. 1.
5 Notwithstanding the provisions of any law to the contrary, the city
6 council of the city of New York may, by adoption of a local law or ordi-
7 nance, provide for a residential parking permit system in the Queens
8 village postal designation near the UBS arena and area and fix and
9 require the payment of fees applicable to parking within the area in
10 which such parking system is in effect in accordance with the provisions
11 of this section.
12 2. Such residential parking system may only be established within the
13 area of the Queens village postal designation near the UBS arena which
14 shall mean that area generally around such arena.
15 3. Notwithstanding the foregoing, no permit shall be required on those
16 portions of such streets where the adjacent properties are zoned for
17 commercial/retail use.
18 4. The local law or ordinance providing for such residential parking
19 system shall:
20 (a) set forth factors necessitating the enactment of such parking
21 system;
22 (b) provide that motor vehicles registered pursuant to section four
23 hundred four-a of this chapter shall be exempt from any permit require-
24 ment;
25 (c) provide the times of the day and days of the week during which
26 permit requirements shall be in effect;

1 (d) make not less than fifteen percent of the spaces within the permit
2 area available to nonresidents, and shall provide short term parking of
3 not less than sixty minutes in duration in the permit area;
4 (e) provide the schedule of fees to be paid for such permits; and
5 (f) provide that such fees shall be credited to the general fund of
6 the city of New York unless otherwise specified in such local law.
7 5. No ordinance shall be adopted pursuant to this section until a
8 public hearing thereon has been had in the same manner as required for
9 public hearings on a local law pursuant to the municipal home rule law.
10 § 2. This act shall take effect immediately.
