        AN  ACT  to  amend  the  education law, in relation to reimbursement for
          grants and aid for nonpublic school children and the hiring of  teach-
          ers
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 553 of the education law, as added by  chapter  414
     2  of the laws of 1972, is amended to read as follows:
     3    § 553. Installments.  The  amount  to  be  apportioned to a qualifying
     4  school in any current year shall be paid in two equal installments,  the
     5  first  to be made on or before January fifteenth and the other not later
     6  than June fifteenth of such  year,  except  that  for  the  school  year
     7  commencing  July  first, nineteen hundred seventy-one such apportionment
     8  shall be made in one payment  on  or  before  June  fifteenth,  nineteen
     9  hundred  seventy-two.    The commissioner may provide for later payments
    10  for the purpose of adjusting and correcting apportionments.  The  amount
    11  to  be  apportioned to a qualifying school shall be payable on order and
    12  warrant of the comptroller on vouchers  certified  or  approved  by  the
    13  commissioner  in  the manner provided by law. Notwithstanding any incon-
    14  sistent provision of law, any reimbursement  payable  pursuant  to  this
    15  section  shall  be paid within twelve months of the department's receipt
    16  of a complete application for such aid.
    17    § 2. Subdivision 2 of section 3037 of the education law is amended  by
    18  adding a new paragraph (d) to read as follows:
    19    (d)  Notwithstanding any inconsistent provision of law, any reimburse-
    20  ment payable pursuant to this section shall be paid within twelve months
    21  of the department's receipt of a complete application for such grant.
    22    § 3. The education law is amended by adding a new  section  3037-a  to
    23  read as follows:
    24    §  3037-a.  Arts  and  music  teacher  grants  for  nonpublic schools.
    25  Notwithstanding any inconsistent provision  of  law,  any  reimbursement
    26  payable to a nonpublic school for arts and music teacher grants adminis-
    27  tered  by  the  commissioner  shall  be paid within twelve months of the
    28  department's receipt of a complete application for such grant.
    29    § 4. This act shall take effect April 1, 2027.
