        AN ACT to amend the public service law, in relation to  voluntary  rates
          for  residential customers utilizing heat pumps as the primary heating
          source
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  The public service law is amended by adding a new section
     2  66-x to read as follows:
     3    § 66-x. Voluntary rates for heat pumps. 1. For the  purposes  of  this
     4  section,  unless  the  context  otherwise requires, "heat pump" means an
     5  electrically powered device that uses the refrigeration cycle to  trans-
     6  fer thermal energy from one location to another.
     7    2.  On or before August first, two thousand twenty-seven, an investor-
     8  owned gas or electrical corporation that provides  electric  or  thermal
     9  energy  shall, within a general rate case request, submit to the commis-
    10  sion a proposal for a voluntary rate or rates  for  energy  supplied  to
    11  residential  customers  who utilize a heat pump as their primary heating
    12  source. Such voluntary rate or rates:
    13    (a) May be new rates, new or existing riders, or incorporated into  an
    14  existing time-of-use rate;
    15    (b)  If cost-justified, shall be designed to lower the average monthly
    16  energy bill of residential customers who utilize a heat  pump  as  their
    17  primary heating source; and
    18    (c) Avoid cross-subsidies from other customers.
    19    § 2. This act shall take effect immediately.
