   5. (a) Each casino and mobile sports wagering licensee shall adopt
comprehensive house rules and implement a fair play policy governing
sports wagering transactions with its authorized sports bettors. The
rules shall specify the amounts to be paid on winning wagers and the

 the commission.
   (b) A fair play policy shall establish categories of sports wagers
eligible for adjustment, refund or voiding based on objective criteria
when circumstances beyond the control of an authorized sports bettor
compromise the validity or settlement of a sports wager.
   (i) Such categories shall include but not be limited to the following
 circumstances:

   (D) other extraordinary circumstances as determined by the commission.
(ii) Such fair play policy shall: (A) be applied without requiring
action by an authorized sports bettor where reasonably practicable; (B)
be applied consistently and in a nondiscriminatory manner to similarly
situated authorized sports bettors; (C) require that the terms and
conditions of such policy are clearly disclosed to authorized sports
bettors prior to sports wager placement; and (D) be readily accessible
on a mobile sports wagering licensee's website and platform.
§ 3. This act shall take effect on the one hundred eightieth day after
it shall have become a law.
