          read once and referred to the Committee on Racing and Wagering
 
        AN ACT to amend the racing, pari-mutuel wagering and  breeding  law,  in
          relation to operating historical horse racing products
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The  racing,  pari-mutuel  wagering  and  breeding  law  is
     2  amended by adding a new section 912 to read as follows:
     3    §  912.  Historical horse racing.  Notwithstanding any other provision
     4  of law to the contrary, a franchise corporation, a  thoroughbred  racing
     5  corporation,  a  harness  racing  corporation or association, a regional
     6  off-track betting corporation or  a  combination  thereof,  may  operate
     7  historical  horse  racing  in a manner prescribed by the commission. All
     8  pari-mutuel handle derived from historical horse racing shall be subject
     9  to the provisions and payment distributions set forth in this chapter.
    10    § 2. This act shall take effect on the first of April next  succeeding
    11  the fiscal year in which it shall have become a law.
