          read once and referred to the Committee on Codes
 
        AN ACT to amend the civil rights law, in relation to adding libraries to
          the list of sensitive locations for immigration enforcement purposes
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Subparagraph  (xii)  of paragraph (a) of subdivision 1 of
     2  section 29 of the civil rights law is  renumbered  subparagraph  (xiii),
     3  subparagraph  (xi) of such paragraph, as added by section 2 of subpart E
     4  of part LL of chapter 55 of the laws of  2026,  is  amended  and  a  new
     5  subparagraph (xii) is added to read as follows:
     6    (xi) park, playground, athletic field, or recreation center; [or]
     7    (xii) library; or
     8    §  2. Severability.   If any clause, sentence, paragraph, subdivision,
     9  section, or part of this act shall be adjudged by any court of competent
    10  jurisdiction to be invalid, such judgment shall not affect,  impair,  or
    11  invalidate the remainder thereof, but shall be confined in its operation
    12  to the clause, sentence, paragraph, subdivision, section, or part there-
    13  of  directly  involved  in  the controversy in which such judgment shall
    14  have been rendered. It is hereby declared to be the intent of the legis-
    15  lature that this act would  have  been  enacted  even  if  such  invalid
    16  provisions had not been included herein.
    17    § 3. This act shall take effect immediately.
