Establishes the New York state take me home program within the division of criminal justice services; directs the division of criminal justice services to create a secure, voluntary statewide emergency information registry to allow participants to provide information, before an emergency occurs, about individuals who may be at increased risk of wandering, becoming lost or having difficulty communicating during an emergency to assist first responders to locate and assist such individuals in the case of an emergency.

AN ACT to amend the executive law, in relation to establishing the New
York state take me home program
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The executive law is amended by adding a new section
2 837-f-3 to read as follows:
3 § 837-f-3. New York state take me home program. 1. There is hereby
4 established within the division the New York state take me home program.
5 2. The division shall create a secure, voluntary statewide emergency
6 information registry to allow participants including, but not limited
7 to, parents, legal guardians and caregivers to provide information about
8 individuals who may be at increased risk of wandering, becoming lost or
9 having difficulty communicating during an emergency, before an emergency
10 occurs. Participants may voluntarily provide information to such regis-
11 try that may assist first responders to locate and assist such individ-
12 uals in the case of an emergency, including, but not limited to, the
13 following information about such individuals:
14 (a) recent photographs;
15 (b) physical descriptions;
16 (c) emergency contact information;
17 (d) communication methods or limitations;
18 (e) medical considerations;
19 (f) behavioral characteristics;
20 (g) sensory sensitivities;
21 (h) information regarding a history of wandering or becoming lost;
22 (i) places frequently visited; and
23 (j) other information that may assist first responders during an emer-
24 gency.
25 3. Information provided to such registry shall be accessible only to
26 authorized law enforcement personnel, emergency dispatchers and other
27 authorized first responders responding to an emergency or missing person
28 investigation.

1 4. Participant information shall remain confidential.
2 5. The division shall establish procedures for participant enrollment
3 in such program, and for updates, correction and removal of information
4 provided to such registry, and shall establish standards governing the
5 administration, security, confidentiality and authorized use of the
6 program and information provided.
7 § 2. This act shall take effect one year after it shall have become a
8 law.
