        AN  ACT to amend the election law, in relation to the timing for payment
          of public campaign matching funds for a general election
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Paragraph  (b)  of subdivision 3 of section 14-205 of the
     2  election law, as added by section 6 of part OO of chapter 55 of the laws
     3  of 2025, is amended to read as follows:
     4    (b) The PCFB shall schedule payment dates as follows: for the  primary
     5  election  period,  one payment no later than one week after the deadline
     6  to accept or decline designations for the primary election, and at least
     7  four payments prior to the primary date; for the general election  peri-
     8  od,  one  payment  no  earlier  then  July  ninth and no later than July
     9  [first] eleventh, at least one additional payment in July, at least  one
    10  payment  in  August,  at  least  two payments in September, at least two
    11  payments in October, at least one payment in November, and at least  one
    12  payment  in  December;  and for any other covered election, a minimum of
    13  three payment  days  within  the  thirty  days  prior  to  such  covered
    14  election.    If  any  of such payments, except the first payment for the
    15  general election, would require payment on a weekend or federal holiday,
    16  payment shall be made on the next business day. A certification pursuant
    17  to paragraph (d) of subdivision one of  section  14-203  of  this  title
    18  shall be required to have been filed with the PCFB no later than fifteen
    19  business  days prior to the payment date on which a participating candi-
    20  date is eligible to receive public funds pursuant to  this  subdivision.
    21  For  purposes  of such payment dates, the PCFB shall provide each candi-
    22  date with a written determination specifying the basis for any  non-pay-
    23  ment  and a report of all contributions accepted and matched with public
    24  funds.
    25    § 2. This act shall take effect immediately.
