          read once and referred to the Committee on Election Law
 
        AN ACT to amend the election law, in  relation  to  prohibiting  digital
          currency contributions
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. The opening paragraph of subdivision 9 of section 14-100 of
     2  the election law, as amended by chapter 70  of  the  laws  of  1983,  is
     3  amended and a new paragraph (b) is added to read as follows:
     4    (a) "contribution" means:
     5    (b) "contribution" shall not include digital currency.
     6    §  2.  Section  14-100  of the election law is amended by adding a new
     7  subdivision 18 to read as follows:
     8    18. "digital currency" means any type of digital unit that is used  as
     9  a medium of exchange or a form of digitally stored value.
    10    §  3.  The  election  law is amended by adding a new section 14-134 to
    11  read as follows:
    12    § 14-134. Digital currency contributions.  Notwithstanding  any  other
    13  provision  of  law  to  the  contrary, digital currency contributions to
    14  candidates or political committees shall be prohibited.
    15    § 4. This act shall take effect on the thirtieth day  after  it  shall
    16  have  become  a  law;  provided that contributions received prior to the
    17  effective date of this act shall within thirty days  of  such  effective
    18  date  be  returned  to the contributor, or if impracticable, remitted to
    19  the state comptroller.    Effective  immediately,  the  state  board  of
    20  elections  is  authorized to promulgate any rules necessary to implement
    21  the provisions of this act and shall notify all candidates and political
    22  committees of the applicable provisions of this act on  or  before  such
    23  effective date.
