        AN ACT to establish a task force to identify evidence-based and evidence
          informed solutions to reduce exposure to adverse experience
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. A task force on adverse experiences and  trauma  prevention
     2  is  hereby  established  to examine, evaluate, accept public comment and
     3  make recommendations concerning the impact of  adverse  experiences  and
     4  preventive and trauma-informed policy and practices.
     5    §  2.  The  task  force shall consist of 11 members to be appointed as
     6  follows:
     7    (1) One member appointed by the department of health;
     8    (2) One  member  appointed  by  the  office  of  children  and  family
     9  services;
    10    (3) One member appointed by the state education department;
    11    (4)  One  member  appointed  by  the  department  of  criminal justice
    12  services;
    13    (5) One member appointed by the office for the prevention of  domestic
    14  violence;
    15    (6) One member appointed by the temporary president of the senate;
    16    (7) One member appointed by the speaker of the assembly; and
    17    (8) Four members appointed by the governor.
    18    §  3.  The  members of the task force shall each have experience in or
    19  represent the following areas: juvenile justice, social services, public
    20  health, childhood development, minority  and  ethnic  groups,  education
    21  prekindergarten through grade 12. The governor shall designate the chair

     1  of  the  task  force  which  shall  be filled in the manner provided for
     2  original appointments.
     3    §  4.  The members of the task force shall receive no compensation for
     4  their services, but shall be allowed their actual and necessary expenses
     5  incurred in the performance of their duties pursuant to this act.
     6    § 5. The task force shall perform the following duties:
     7    (1) Study the impacts of various types of adverse experiences with the
     8  goal of developing a comprehensive understanding  of  these  experiences
     9  and  their lifelong impacts on individuals. These traumas shall include,
    10  but not be limited to:
    11    a. Community violence: violence in neighborhoods, such  as  shootings,
    12  gang violence, and other forms of community trauma.
    13    b.  Systemic  racism and discrimination: the chronic stress and trauma
    14  experienced by individuals and  communities  due  to  racism,  discrimi-
    15  nation, and oppression.
    16    c.  Climate-related  trauma:  natural  disasters,  such as hurricanes,
    17  wildfires, and floods, as well as the anxiety  and  distress  associated
    18  with climate change.
    19    d.  Technological  trauma: cyberbullying, online harassment, and expo-
    20  sure to disturbing virtual content.
    21    e. Intergenerational trauma: trauma that is passed down through gener-
    22  ations as the result of war, genocide, or  other  large-scale  traumatic
    23  events.
    24    f. Complex trauma: trauma that is repeated, or prolonged.
    25    (2)  Engage  social  services, office of children and family services,
    26  education, health, and criminal justice systems in creation  of  trauma-
    27  informed  policy  and  practices  in  each  of  these systems to prevent
    28  adverse childhood experiences from occurring and support the health  and
    29  well-being of all families.
    30    (3)  Identify  social determinants of health and well-being and recom-
    31  mend solutions to eliminate racial and ethnic disparities in  the  state
    32  in relation to the occurrence of adverse experiences.
    33    §  6. To the maximum extent feasible, the task force shall be entitled
    34  to request and receive, and shall utilize  and  be  provided  with  such
    35  facilities,  resources  and  data  of  any  department, division, board,
    36  bureau, commission, district or agency of the  state  or  any  political
    37  subdivision  thereof  as it may reasonably request to properly carry out
    38  its powers and duties pursuant to this act.
    39    § 7. The task force shall submit, within 2 years of the effective date
    40  of this act, a report of its findings, conclusions  and  recommendations
    41  to  the  governor,  temporary  president  of  the senate, speaker of the
    42  assembly, minority leader of the senate, minority leader of  the  assem-
    43  bly,  chair  of  senate education committee, chair of assembly education
    44  committee, chair of senate health committee, chair  of  assembly  health
    45  committee,  chair of senate social services committee, chair of assembly
    46  social services committee, chair of senate children and families commit-
    47  tee and chair of assembly children and families committee.
    48    § 8. This act shall take effect immediately.
