          NO, TAGUE, DURSO, MORINELLO,  GIGLIO,  BRABENEC,  ANGELINO,  LEMONDES,
          K. BROWN -- read once and referred to the Committee on Election Law
 
                    CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
        proposing an amendment to section 1 of article 2 of the constitution, in
          relation to allowing only citizens to vote at elections
 
     1    Section  1. Resolved (if the Senate concur), That section 1 of article
     2  2 of the constitution be amended to read as follows:
     3    Section 1. [Every citizen] Only citizens shall be entitled to vote  at
     4  every election for all officers elected by the people and upon all ques-
     5  tions  submitted to the vote of the people provided that such citizen is
     6  eighteen years of age or over and shall have been  a  resident  of  this
     7  state,  and of the county, city, or village for thirty days next preced-
     8  ing an election.
     9    § 2. Resolved (if the Senate concur), That the foregoing amendment  be
    10  referred  to  the  first regular legislative session convening after the
    11  next succeeding general election of members of  the  assembly,  and,  in
    12  conformity  with  section  1  of  article  19  of  the  constitution, be
    13  published for 3 months previous to the time of such election.
