        AN  ACT  to  amend  the  public  service  law, in relation to denials of
          increased utility rates and charges
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:

     1    Section  1.  Subdivision 12 of section 66 of the public service law is
     2  amended by adding a new paragraph (m) to read as follows:
     3    (m) Whenever the commission shall deny a request by a utility  for  an
     4  increased  rate  or  charge,  or  tariff,  or  any change in any form of
     5  contract or agreement or any rule or regulation relating to any rate  or
     6  charge,  or  tariff or service, or in any general privilege or facility,
     7  the rate or charge, or tariff or service immediately in effect prior  to
     8  the commission's denial shall remain in full force and effect until such
     9  time  as  the  commission  approves  a  new rate or charge, or tariff or
    10  service.
    11    § 2. This act shall take effect immediately.
